This Paper investigates how from the enunciation of a Principle manifesting the direct proportion between the rate of propensity at which mass percentage and energy percentage are fixed to the rate of difficulty of infringement of the relative reference frame, a whole string of other Proportions opening up the functions, modes and methodologies and other knowledge of the Nucleus
